DECLARATION

We, the participants of the First International Islamic Civilization Forum, held in Tashkent on 7–8 July 2026, express our profound gratitude for the historic initiative put forward by the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, from the podium of the 72nd Session of the United Nations General Assembly in 2017. This initiative, aimed at reviving, promoting scholarly research on, and widely disseminating the humanitarian heritage of Islamic civilization, laid the foundation for a new vision of international cooperation. As its practical embodiment, the establishment of the Islamic Civilization Center in Uzbekistan and the convening of the First International Islamic Civilization Forum have marked the beginning of a new stage of international collaboration in the study, preservation, and promotion of the heritage of Islamic civilization.

Guided by:

◾️ the principles of peace, tolerance, enlightenment, intercultural dialogue, and interfaith dialogue;

◾️ recognizing the outstanding contribution of Islamic civilization to the development of world science, education, art, architecture, and ethical and spiritual thought;

◾️ acknowledging the necessity of combating ignorance, extremism, xenophobia, Islamophobia, and distorted perceptions of the heritage of Islamic civilization;

◾️ emphasizing the growing importance of the scholarly study of religious and cultural heritage in strengthening international trust and ensuring sustainable development;

Recognizing the historic role of Uzbekistan and the broader historical region of Mawarannahr (Transoxiana) in the emergence and development of Islamic and world civilization, we hereby adopt this Declaration.

Global Initiatives of the First International Islamic Civilization Forum

With the aim of establishing a new architecture of international cooperation for the study, preservation, and promotion of the heritage of Islamic civilization, the participants of the First International Islamic Civilization Forum put forward the following global initiatives:

1. World Alliance of Islamic Civilization

To establish the World Alliance of Islamic Civilization on the basis of the Islamic Civilization Center in Uzbekistan, bringing together international organizations, academic and educational institutions, academies of sciences, museums, libraries, archives, Islamic manuscript centers, research institutes, and other specialized organizations.

The Alliance will seek to promote long-term international cooperation, implement joint scientific, educational, cultural, museum, and digital projects, encourage the exchange of knowledge and best practices, and unite efforts to preserve, study, promote, and showcase the constructive contribution of Islamic civilization as an integral part of the world's cultural and intellectual heritage.

2. World Digital Registry of Islamic Civilization Heritage

To develop a unified international digital platform integrating manuscripts, archival materials, museum collections, architectural monuments, elements of intangible cultural heritage, and the results of scholarly research.

3. International Programme “Islamic Civilization — A Heritage of All Humanity”

To support the implementation of a comprehensive international programme encompassing exhibitions, educational projects, scientific conferences, publishing initiatives, and cultural events aimed at promoting the contribution of Islamic civilization to the advancement of global science, culture, and education.

4. International Islamic Civilization Award

To establish an international award recognizing outstanding contributions to the study, preservation, and promotion of the heritage of Islamic civilization, as well as to the advancement of science, education, intercultural dialogue, and humanitarian cooperation.

5. International Foundation for Islamic Civilization Research

To establish an international foundation dedicated to supporting fundamental scholarly research, the restoration of historical monuments, the training of young scholars, publishing projects, and the development of international academic cooperation.

6. Global Digital Library of Islamic Civilization

To create a multilingual digital library integrating manuscripts, scholarly works, archival documents, museum collections, educational resources, and digital exhibitions into a single electronic platform.

7. International Encyclopedia of Islamic Civilization

To prepare a comprehensive multi-volume scholarly encyclopedia dedicated to the history of Islamic civilization, its great scholars, schools of thought, cultural monuments, and the most significant achievements of the Islamic world.

8. Annual International Report on the State of Islamic Civilization Heritage

To establish a system for preparing an annual analytical report on the condition of heritage sites, the results of scholarly research, contemporary challenges, and prospects for international cooperation.

9. International Youth Forum on Islamic Civilization

To establish a permanent platform for dialogue that brings together young scholars, researchers, students, and cultural heritage professionals with the aim of nurturing a new generation of experts in the study of Islamic civilization.

10. International Alliance of Museums of Islamic Culture, Art, and Civilization

To establish the International Alliance of Museums of Islamic Culture, Art, and Civilization, bringing together leading museums, museum complexes, galleries, and specialized institutions from different countries.

The Alliance will aim to strengthen international museum cooperation, organize joint exhibitions, promote collaborative research, restoration, educational and digital projects, facilitate the exchange of museum collections, best practices, and professional expertise, and preserve, study, and promote the rich heritage of Islamic culture, art, and civilization.

The International Council of the Forum, elected at the First International Islamic Civilization Forum, shall be retained as the permanent coordinating body. It shall be entrusted with consolidating all initiatives and proposals put forward by the Forum participants, preparing and approving the International Roadmap for Joint Action through 2030, and presenting it to the Forum participants, international organizations, and the Government of the Republic of Uzbekistan as the practical mechanism for implementing this Declaration.

The Forum participants call upon governments, international organizations, academic institutions, universities, museums, libraries, and civil society organizations to unite their efforts in implementing these initiatives in the interest of promoting peace, mutual respect, enlightenment, and preserving the rich heritage of Islamic civilization as an integral part of the world's cultural heritage.
