Appeal of the Participants of the First International Islamic Civilization Forum to His Excellency Shavkat Mirziyoyev, President of the Republic of Uzbekistan
Your Excellency, Mr. President!
We, the participants of the First International Islamic Civilization Forum — representing distinguished international organizations, leaders of academic and educational institutions from around the world, ministers, muftis, renowned scholars, and representatives of universities, research institutes, libraries, museums, and cultural institutions from more than fifty countries extend to Your Excellency our sincere gratitude and profound respect.
First and foremost, we wish to emphasize that the First International Islamic Civilization Forum, convened through your direct initiative and personal support, was an event of exceptional significance. By its very nature and importance, it transcended the scope of a conventional international academic gathering and earned widespread international recognition.
There is no doubt that the profound ideas and visionary messages set forth in your Address to the Forum participants defined the scope, purpose, and substance of the discussions held throughout this four-day event, which attracted the attention of the international community.
We firmly believe that this Forum, bringing together leading scholars and intellectuals from across the Muslim world, has inaugurated a new phase of global cooperation dedicated to studying, preserving, safeguarding, and widely promoting the rich heritage of Islamic civilization as an inseparable part of humanity's shared spiritual, cultural, and intellectual legacy.
Holding the Forum in the historic Uzbek cities of Tashkent, Samarkand, and Termez further enhanced its educational and intellectual significance. It was in these blessed lands that great centers of learning flourished for centuries, producing seminal works that profoundly advanced theology, philosophy, medicine, mathematics, astronomy, and many other fields of knowledge. It was also from these very cities that ideas and discoveries of enduring value, which made an extraordinary contribution to the progress of human civilization, spread throughout the world.
We express our profound gratitude and appreciation for your noble initiative, announced during the 72nd Session of the United Nations General Assembly in September 2017, to establish the Islamic Civilization Center in Uzbekistan. We recognize this initiative as one of the most significant international humanitarian undertakings of the past decade, marking a turning point in understanding the great history and culture of this land as a unified civilizational and educational phenomenon. This historic initiative created broad opportunities to unite the international scholarly community in reinterpreting and promoting the invaluable contributions of Islamic civilization to the advancement of world science, culture, and spirituality. It also became a major step toward laying the intellectual and moral foundations of the New Renaissance — the Third Renaissance.
Today, we also fully recognize that this initiative was a timely and far-sighted response to the complex challenges and threats of the modern world. At a time when attempts have been made in various parts of the world to distort the humanistic essence of Islam, to set cultures and civilizations against one another, and to diminish the immense contributions of Muslim scholars to the development of world science and culture, you proposed a constructive path founded upon enlightenment, scholarly inquiry, respect for historical truth, and the authentic presentation of the heritage of Islamic civilization to the international community. In doing so, a significant step was taken toward restoring historical justice, strengthening the culture of open academic dialogue, and advancing mutual respect and international humanitarian cooperation.
It is important to emphasize that these noble aspirations have acquired profound global significance today. Indeed, it is through the power of knowledge, historical memory, and the collective intellectual potential of nations that mutual trust among states can be strengthened, effective efforts against extremism, radicalism, and intolerance can be advanced, deeper understanding among civilizations can be fostered, and a solid moral foundation for peace, sustainable development, and human progress can be established.
There is no doubt that your Address, embodying these timely and visionary ideas, will remain a historic and programmatic document guiding our shared endeavors in the years to come.
The Islamic Civilization Center in Uzbekistan, born of the vision, wisdom, and statesmanship that characterize the leadership of the President of Uzbekistan, and reflecting the ability to view the past, the present, and the future as a single, continuous process, is becoming far more than a world-class academic and educational complex. It is rapidly emerging as a distinguished international platform that brings together countries, international organizations, leading scholars, research institutions, universities, libraries, museums, and centers of learning and culture to implement joint initiatives dedicated to studying, preserving, and promoting the invaluable heritage of Islamic civilization. We are confident that in the years ahead, this institution will take its rightful place among the world's leading centers for the humanities and evolve into a major platform for generating new ideas, advancing collaborative research, and developing long-term international academic, educational, and cultural partnerships.
We have been deeply impressed by the comprehensive reforms being carried out in the Republic of Uzbekistan to preserve and promote its spiritual, scholarly, and cultural heritage. The Islamic Civilization Center in Uzbekistan, the renovated Imam Bukhari Memorial Complex, the Imam Bukhari International Scientific Research Center, the Imam Maturidi International Scientific Research Center, the Imam Termizi International Scientific Research Center, the International Islamic Academy of Uzbekistan, and the Tashkent Islamic Institute named after Imam Bukhari stand as remarkable examples of the country's consistent state policy aimed at safeguarding historical memory, advancing fundamental scholarship, and strengthening international humanitarian cooperation.
In short, the Republic of Uzbekistan, as one of the oldest cradles of Islamic scholarship, culture, and enlightenment, is further reinforcing its historic role as a leading center for humanitarian cooperation, academic research, and dialogue among civilizations.
Your Excellency, Mr. President!
The fact that the First International Islamic Civilization Forum was convened under the motto “Peace, Tolerance, and Enlightenment” deserves special recognition. These timeless and inseparable values, which embody the humanistic essence of Islamic civilization, are of profound relevance to the contemporary world. This great heritage constitutes an integral part of humanity’s shared cultural, spiritual, and intellectual legacy. Consequently, its preservation, comprehensive study, and transmission to future generations place a profound responsibility upon international organizations, governments, the global academic community, and all those committed to promoting peace, mutual understanding, and cooperation.
We fully endorse the Declaration adopted at the conclusion of the Forum, together with the Road Map for the preservation, study, and advancement of Islamic civilization, as a solid foundation for long-term international cooperation. We sincerely hope that Your Excellency will continue to lead and fully support the implementation of the initiatives set forth in these landmark documents, further strengthen international cooperation, safeguard our shared spiritual heritage, and promote Islamic civilization as a force for peace, enlightenment, and mutual understanding.
With a view to ensuring the practical implementation of the Forum’s decisions, we intend, in consultation with Your Excellency, to put forward the initiative to establish the World Alliance for Islamic Civilization. We believe that this Alliance will serve to coordinate joint research initiatives, train highly qualified specialists, promote academic exchange, implement international publishing projects, preserve and widely promote cultural heritage, and further strengthen humanitarian cooperation among nations.
The decisions adopted during the Forum clearly demonstrate that this noble initiative, born on the soil of Uzbekistan, has gained broad international support and is steadily becoming a shared endeavor of the global scholarly and spiritual community.
We reaffirm our readiness to unite our intellectual, academic, and moral capacities in implementing these decisions and in preserving the great heritage of Islamic civilization for future generations. We are confident that the decisions adopted in the ancient land of Uzbekistan will serve as a solid foundation for a new phase of international cooperation in the study, preservation, and global promotion of the heritage of Islamic civilization.
By adopting this Appeal, we once again acknowledge the profound shared responsibility we undertake in implementing these decisions. We also reaffirm our unwavering commitment to stand alongside Your Excellency in advancing the values of peace, enlightenment, and mutual respect, and in safeguarding the great spiritual and intellectual heritage that constitutes an inseparable part of the common legacy of all humanity.
