World News AM international news portal highlighted the Tashkent Declaration adopted following the First International Islamic Civilization Forum, reporting that the document introduced ten major international initiatives proposed by Uzbekistan to promote the study, preservation, and dissemination of the heritage of Islamic civilization. The publication emphasized that initiatives such as establishing a World Alliance, creating a Unified Digital Registry and a Global Digital Library of Islamic civilization heritage, as well as founding an international award, an encyclopedia, a research foundation, and an international union of museums, mark the beginning of a new phase of international cooperation in the field of Islamic civilization.

We, the participants of the First International Islamic Civilization Forum held in Tashkent on 7–8 July 2026, express our profound gratitude to His Excellency Shavkat Mirziyoyev, President of the Republic of Uzbekistan, and highly recognize the exceptional significance for today’s world of the historic initiative he put forward during the 72nd Session of the United Nations General Assembly in September 2017. This initiative is aimed at reviving, studying, and widely promoting the rich humanitarian heritage of Islamic civilization.

We unanimously acknowledge that the establishment of the Islamic Civilization Center in Uzbekistan, the successful launch of its activities, and the convening of the First International Islamic Civilization Forum have become the practical embodiment of this initiative. These efforts have inaugurated a new stage of international cooperation in the study, preservation, and promotion of the invaluable heritage of the Muslim Ummah.

• Guided by the principles of peace, tolerance, enlightenment, and intercultural and interfaith dialogue;
• Recognizing the tremendous contribution of Islamic civilization to the advancement of global science, education, art, architecture, and spiritual and intellectual thought;
• Acknowledging the necessity of combating ignorance, extremism, xenophobia, Islamophobia, and distorted perceptions of Islamic heritage;
• Emphasizing that the scholarly study of religious and cultural heritage plays an increasingly important role in strengthening international trust and ensuring sustainable development;
• Recognizing that both ancient and modern Uzbekistan, as well as the broader region, have made an outstanding historical contribution to the formation and development of Islamic and world civilization.

With the aim of establishing a new framework for international cooperation in the study, preservation, and promotion of the heritage of Islamic civilization, the participants of the First International Islamic Civilization Forum put forward the following global initiatives:

1. World Alliance for Islamic Civilization

It is proposed to establish a World Alliance, based at the Islamic Civilization Center in Uzbekistan, bringing together international organizations, academic and educational institutions, academies of sciences, museums, libraries, foundations, archives, centers for Islamic manuscripts, research institutes, and other interested organizations.

The Alliance’s primary objective is to promote sustainable international cooperation, implement joint scientific, educational, cultural, museum, and digital projects, facilitate the exchange of knowledge and best practices, and coordinate efforts to preserve, study, and promote the creative achievements of Islamic civilization as an integral part of the world's cultural and intellectual heritage.

2. World Digital Registry of the Heritage of Islamic Civilization

It is proposed to establish a unified international digital platform to consolidate and maintain manuscripts, archival documents, museum collections, architectural monuments, intangible cultural heritage, and scholarly research related to the heritage of Islamic civilization.

3. International Programme “Islamic Civilization – A Heritage of All Humanity”

It is proposed to implement a comprehensive international programme aimed at widely showcasing the contribution of Islamic civilization to global science, culture, and education. The programme will include international exhibitions, educational projects, scientific conferences, publishing initiatives, and cultural events.

4. International Islamic Civilization Award

It is proposed to establish an international award to recognize individuals who have made outstanding contributions to the study, preservation, and promotion of the heritage of Islamic civilization, as well as to the advancement of science, education, intercultural dialogue, and humanitarian cooperation.

5. International Foundation for the Study of Islamic Civilization

It is proposed to establish an international foundation to support fundamental academic research, the restoration of historical monuments, the development of young scholars, publishing initiatives, and the expansion of international academic cooperation.

6. Global Digital Library of Islamic Civilization

It is proposed to establish a multilingual digital library bringing together manuscripts, scholarly works, archival documents, museum collections, educational resources, and digital exhibitions dedicated to the heritage of Islamic civilization.

7. International Encyclopedia of Islamic Civilization

It is proposed to prepare and publish a multi-volume scholarly encyclopedia devoted to the history of Islamic civilization, renowned scholars, schools of learning, cultural monuments, and the great achievements of the Islamic world.

8. Annual International Report on the State of the Heritage of Islamic Civilization

It is proposed to establish a system for preparing an annual analytical report covering the condition of cultural and educational heritage sites, the outcomes of scholarly research, existing challenges, and opportunities for international cooperation in the preservation and study of the heritage of Islamic civilization.

9. International Youth Forum on Islamic Civilization

It is proposed to establish a permanent international platform for dialogue among young scholars, researchers, students, and cultural heritage professionals, with the aim of fostering a new generation of experts dedicated to the study of Islamic civilization.

10. International Union of Museums of Islamic Culture, Art, and Civilization

It is proposed to establish an International Union of Museums of Islamic Culture, Art, and Civilization, bringing together leading museums, museum complexes, galleries, and specialized institutions from around the world.

The Union will promote international museum cooperation, organize joint exhibitions, conduct research, implement restoration, educational, and digital projects, facilitate the exchange of museum collections, best practices, and experts, and contribute to the preservation, study, and promotion of the heritage of Islamic culture, art, and civilization.

It is also proposed to retain the International Council of the Forum, elected during the First International Islamic Civilization Forum, as a permanent coordinating body. The Council will be entrusted with consolidating all initiatives and proposals put forward by the Forum participants, developing and approving an international Roadmap for Joint Action through 2030, and submitting it to the Forum participants, international organizations, and the Government of the Republic of Uzbekistan as the practical mechanism for implementing this Declaration.

We, the participants of the Forum, call upon states, international organizations, academic institutions, universities, museums, libraries, and civil society organizations to cooperate in implementing these initiatives in the spirit of peace, mutual respect, enlightenment, and the preservation of the rich heritage of Islamic civilization as an integral part of the common cultural heritage of humanity.
